I have the book that has this quilt pattern, and you are right - the center is a circle. Actually, the quilt is made in quadrants, so the center is made of 4 quarter-circles. The outer piece is also a single piece. There are 3 templates for the quilt: quarter circle, outer quarter, and the color strips.

Interesting. I'd like to make one as well, but I think I'll just use a solid inner circle. Where did you find this wonderful wheel?
I think that is a solid inner wheel, and the "lines" are from the quilting lines.
I blew that picture up, and it seems the color wheel circle was paper pieced (and then appliqued onto the white background).
Not hard at all. Just draw the circle on freezer paper, divide it, then stitch away.
